철인3종선수 사망사건 진상조사 스포츠 구조개혁을 위한 공동대책위원회, 국제민주연대, 문화연대, 스포츠인권연구소, 인권과스포츠, 인권운동네트워크 바람, 체육시민연대 등 시민사회단체는 2020년 9월 21일 국제올림픽위원회 토마스 바흐 위원장에게 서한을 보내 한국의 스포츠단체 재조정에 대한 우려를 담았다는 IOC 제임스 맥클레오드 국장의 편지와 관련하여, KOC 독립 추진 관련 한국 스포츠계의 상황과 KOC 독립의 필요성을 설명했다. 

시민사회단체는 우선, KOC의 ‘독립’이 정치적인 판단이 아닌 정책적인 판단이자 개혁조치임을 강조했다. KOC 독립은 지난해 쇼트트랙 국가대표 코치의 성폭력 사건 이후 만들어진, 한국 스포츠의 혁신을 추진하기 위해 민관합동으로 구성한 <스포츠혁신위원회>의 권고사항이자 한국의 운동선수와 청년세대의 인권 보호와 신장을 위해 매우 중요하고 필요한 조치라는 점을 설명했다.

서한에서는 KOC와 대한체육회가 오히려 자신들이 업무를 제대로 수행하고 있지 못한 상황이 KOC의 독립을 권고하게 된 강력한 배경이라고 언급했다. 철인3종선수 사망사건 관련한 문화체육관광부의 감사는 대한체육회의 책임을 강하게 묻고 있을 뿐 아니라, 성폭력, 자살 등 최근에 벌어진 사건만 보더라도 현재의 조직구조가 선수들의 보호에 적합하지 않음을 보여주고 있기 때문이다. 뿐만 아니라, 이기흥 대한체육회장이 대한체육회장 선거 재선을 위해 IOC 위원으로의 위상을 이용하고 있다는 의혹 등에 대해서도 서한을 통해 IOC 위원장에게 전달했다.

우려스러운 점은, 대한체육회가 IOC 헌장이 보장하는 독립성이 훼손된다는 이유로 정부의 스포츠 인권보호 노력과 개혁에 따르기를 거부하고 있다는 점이다. 시민사회단체들은 스포츠 인권 보호야 말로 올림픽 정신에 부합하는 것이므로, KOC와 대한체육회가 각기 자신의 영역에서 관련 활동을 잘 할 수 있게 하는 이번 조치(KOC 독립)가 IOC 헌장을 위배하는 것이 아니라 오히려 적극적으로 실현할 수 있는 조건을 만드는 정책이라고 생각하고 있다.

시민사회단체는 IOC로부터 회신을 받으면 해당 내용을 공유할 예정이다.

[별첨] 서한


토마스 바흐 IOC 위원장께


우리는 며칠 전 언론을 통해 올림픽연대와 NOC 협력국장인 제임스 맥클레오드가 이기흥 대한체육회장에게 2020년 9월 9일 서한을 보낸 사실을 알았습니다. 서한은 현재 한국에서 논의되고 있는 스포츠 단체의 재조정에 대한 IOC의 우려였습니다. 관련하여 우리 시민단체는 이 서한에 대응하여 한국 현황과 사실을 알려 드리고자 하며, 당신이 잘못 인도되지 않기 바랍니다.   

먼저, 이는 분리가 아니고 오히려 독립입니다. 우리는 독립이 선수와 한국 청년세대의 인권보호과 신장을 위한 매우 중요하며 필요한 조치로 믿습니다. 이는 이미 한국 스포츠 혁신을 추진하기 위해 정부가 민관합동으로 구성한 스포츠혁신위원회의 권고사항입니다. 현재 한국 정부는 혁신위의 권고의 일부로 이 사항을 이행하고 있습니다. 

둘째, 독립으로의 권장은 KOC가 수행해야할 주어진 직무를 수행하지 못한 태만과 무능함에 기인합니다. 문화체육관광부는 감사를 통해 대한체육회에 책임을 묻고 있기도 합니다. 최소한 지난 2년 동안, 성폭력 (2019년 1월에 언론 보도된 올림픽 메달리스트의 경우)과 자살 (2020년 6월 어린 삼종경기선수의 경우)은 방지될 수 있었습니다. 이는 많은 경우의 일부에 해당합니다. 우리는 현재의 조직적 구조가 유지된다면 유사한 경우가 발생할 것으로 믿습니다. 

셋째, 현 대한체육회장은 내년 초 열리는 대한체육회장 선거에 재선을 위해 IOC 위원으로의 위상을 이용하는 것이라 강하게 의심받고 있습니다. 정부 당국은 공정한 선서에 대한 우려를 하는 것으로 이해하고 있습니다. 

넷째, 현재 대한민국에는 대한체육회가 단일조직으로 존재합니다. 많은 경우, IOC 헌장이 보장하는 독립성 훼손을 이유로, 대한체육회는 정부의 스포츠 인권보호 노력 및 스포츠 개혁에 협조하거나 따르기를 거부하고 있습니다. KOC는 올림픽 정신의 이행이라는 측면에서 스포츠 인권을 보장하기 위한 적극적인 노력을 해야 마땅합니다. 대한체육회는 정부의 정책과 올림픽 정신 및 운동을 이행하도록 기대되고 있습니다. 우리는 두 단체가 한국에서 더 좋은 스포츠 환경을 조성할 것으로 믿습니다.

우리는 1947년 인준 이래, 지속적으로 IOC와 협력적이었으며, 올림픽 운동을 지속적으로 전파하고 있습니다. 그리고 IOC가 대한민국 스포츠에 어떠한 역할과 효과를 가져왔는지 잘 알고 있습니다. 많은 시민들은 이러한 정부의 조치가 스포츠에서의 인권증진에 기여할 것이라 기대하고 있습니다. 우리는 독립된 KOC가 한국인과 선수들을 위해 더 효과적이고 가치 있는 활동을 할 수 있기를 바랍니다. 

IOC의 관심과 노고에 감사드리며, 국내 진행사항과 발전하는 한국 스포츠를 계속적으로 알려드리겠습니다.

Dear, Thomas Bach, President of the IOC;

Honorable President,


We learned through the media a few days ago that Mr. James MacLeod, the Director of Olympic Solidarity and NOC Relations has sent a letter to the Korea Sport and Olympic Committee (KSOC) dated of Sept. 9, 2020. It expressed the IOC's concern about the reformation of sports entity currently discussed in Korea. In this regard, our NGOs would like to inform you the situation in Korea and facts in response to this letter, and hope you are not misled. 

First, it is not a separation, but an independency, rather. We believe the independency is a very important and necessary measure for the protection and promotion of human rights in athletes as well as Korean young generation. It has been already recommended by the Sports Innovation Committee of the Korea, which was a public-private partnership to promote Korean sports innovation formed by the government. Currently the government is implementing it as part of the committee’s recommendation.

Second, the recommendation of independency is due to the facts of negligence and inability to perform the given duties that the NOC of Korea should have. The Ministry of Culture, Sports and Tourism is also holding the KSOC responsible through audits. At least the last two years, the sexual assaults (in case of former Olympic Gold medalist, media exposed in Jan. 2019) and a suicide (in case of a young triathlete in June, 2020) should have been prevented. We estimate these are the only a few of many incidences. We believe if the current organizational structure is maintained, similar tragic cases will continue to occur.

Third, there is a strong doubt that the current president of KSOC would take advantage of his status as an IOC member for the re-election of KSOC occurring in early next year. We understand that the government authorities concern about the fair elections.

Fourth, currently KSOC exists as a single organization in Korea. In many cases, by pointing a finger to the violation of independence guaranteed by the IOC Charter, KSOC refuses to cooperate or follow the government’s efforts to protect sports human rights and sports reform. NOC of Korea should make an active effort to guarantee sports human rights in terms of the implementation of the Olympic spirit. It has been expected that KSOC carries out his duty both government’s direction and the Olympic spirit and movement. We strongly believe that two entities will create a better sports environment in Korea. 

Since recognition in 1947, NOC of Korea has consistently cooperated with the IOC and continues to spread the Olympic movement. We are well aware of the role and effect the IOC has brought to Korean sports. Many citizens expect the government’s action to contribute to the promotion of human rights in Korean sports. We hope that the independent KOC will be able to do more effective and valuable activities for the Koreans and all athletes. 

We appreciate the interest and hard work of the IOC, and we will continue to inform you of the progress and the development of Korean sports.
