주최 : 혐오와 검열에 맞서는 표현의 자유 네트워크 (약칭 21조넷) Coalition for Freedom of Expression in South Korea(“Article 21 Net”)
1. 대한민국이 주최하는 제3차 민주주의정상회의가 오는 3월 18일부터 20일까지 서울에서 개최됩니다. 이번 회의를 앞두고 윤석열 대통령은 “한국이 민주주의 증진에 앞장서겠다”고 밝혔습니다. 대한민국이 국제사회에서 민주주의 증진을 위한 리더로서의 역할을 다하겠다는 의미입니다.
2. 하지만 대한민국의 표현의 자유는 심각하게 후퇴하고 있습니다. 윤석열 정부 출범 이후 집회·시위를 제한하는 통보는 일상적으로 벌어지고 있으며, 윤석열 대통령 연설 중에 쓴 소리를 했다고 국회의원과 학생·의사가 경호처로부터 입을 틀어 막혀 사지가 들려 쫓겨나고, 온라인에서 대통령 풍자 영상은 차단 조치됐습니다. 온-오프라인 공간을 가리지 않고 정권에 비판적인 목소리는 잠재우고 있습니다. 오죽하면 ‘입틀막 정부’(입을 틀어막는 정부)라는 신조어까지 등장했습니다.
3. 윤석열 정부가 떳떳하게 민주주의정상회의 주최국으로 나서려면 비판적인 목소리가 자유롭게 발현될 수 있도록 표현의 자유 침해를 중단해야 합니다. 또한 이번 회의가 ‘민주주의 워싱’이란 비판을 받지 않으려면 표현의 자유를 보장하라는 한국 시민사회의 요구에 귀를 기울여야 합니다. 제3차 민주주의정상회의가 제시하는 ‘미래 세대를 위한 민주주의’는 그래야 시작될 수 있습니다.
4. 이에 시민사회단체 및 언론단체들은 제3차 민주주의정상회의 개최에 즈음하여 ‘혐오와 검열에 맞서는 표현의 자유 네트워크(약칭 21조넷)’를 결성하고, 윤석열 정부에서 벌어지고 있는 표현의 자유 후퇴의 실상을 알리는 기자간담회(14일 오후 2시30분, 한국프레스센터 서울클럽)와 기자회견(18일)을 개최합니다.

Organizer: Coalition for Freedom of Expression in South Korea(“Article 21 Net”)
The Republic of Korea hosts the 3rd Summit for Democracy in Seoul from March 18th to 20th. President Yoon Suk Yeol mentioned that “Korea will take the lead in promoting democracy.” It means that South Korea will fulfill its role as a leader in promoting democracy overseas.
However, under the Yoon Suk Yeol administration, the fundamental freedom of expression is under threat within South Korea. Citizens have frequently been denied assembly permits. Search and seizure on media journalists for defamation of public officials have become routine. Moreover, individuals who dare to criticize the president during his public speeches have been physically gagged and dragged away by the president's security personnel. Additionally, an online video satirizing the president is blocked by the KCSC, the governmental censorship body.
The Yoon government must stop violating the freedom of expression and allow critical voices to be heard. The Yoon government would earn the credential to host the Summit for Democracy. Additionally, to prevent this summit from being labeled as the ‘democracy washing’ by global citizens, the government must heed the calls from civil society organizations to ensure freedom of expression. Only then can the ‘democracy for future generations’, the theme for the 3rd Summit for Democracy, be realized.
The civil society organizations and media groups in South Korea build the “Coalition for Freedom of Expression in South Korea ("Article 21 Net") and will be convening a press briefing to examine the diminishing freedom of expression in South Korea. This event is scheduled for March 14th at 2:30 PM at the Seoul Foreign Correspondents’ Club, Korea Press Center.
Furthermore, Article 21 Net will hold a press conference on March 18th at the venue of the 3rd Summit for Democracy to denounce the Yoon government's efforts to gloss over democratic shortcomings.
